That was the question NBC station WMAR posted to Funeralocity.com founder Ed Michael Reggie, who shared unique insights into why less than 50 percent of those qualified for the benefit have yet to register.  The process must begin by the family contacting FEMA by phone. The FEMA line is available to all families who have experienced a COVID loss, regardless of income.
